A new tax is on the horizon for property owners in England, and it's a doozy! The mansion tax, as it's been nicknamed, will impact tens of thousands of properties valued at over £2 million. But here's where it gets controversial: this tax is an additional charge on top of the existing council tax, and it's set to bring in a significant amount of revenue for the government.

From 2028, property owners can expect to pay at least £2,500 annually, with the amount increasing based on the property's value. There are four bands, with the highest being for properties valued at £5 million or more, which will incur an annual charge of £7,500. Most of these affected properties are located in London, so it's a significant change for the capital's residents.

The Office for Budget Responsibility (OBR) estimates that this measure will generate around £400 million per year by 2029-2030. But there's a catch - the tax is expected to influence property prices, with a potential incentive for owners to value their properties just below the band boundaries to avoid the charge. This could lead to a phenomenon known as 'price bunching', which the OBR believes will reduce the estimated yield.

The tax bands will be based on 2026 valuations provided by the government's Valuations Office Agency, and the threshold for the charge will increase with inflation. The OBR has acknowledged that the costings for this new surcharge are highly uncertain.

This proposed tax reform has sparked calls for an overhaul of the council tax system in the UK, which is currently based on property values from 1991. The Institute for Fiscal Studies, in its Green Budget, describes a revaluation of council tax bands as 'long overdue'.
