Nigeria's Federal Ministry of Works takes a stand on underperforming road projects!
In a bold move, the Ministry has terminated several contracts for the Abuja-Lokoja road, citing poor performance and missed deadlines. This decision comes after an extensive review of the contractors' work, leaving many wondering about the future of this vital transportation link.
Minister David Umahi, in a recent briefing, announced the termination of contracts with multiple companies. These contractors were responsible for various sections of the road, including the Lokoja-Shintaku-Dekina corridor and the Okene-Ajaokuta road in Kogi State.
Interestingly, some contracts were mutually terminated, such as the one with Messrs Sadogi Nigeria Ltd. for the provision of culverts and drains in a flood-prone area. This contract, awarded in April 2024, had only 39.04% completion despite 112.88% of the time elapsed. A similar fate befell the contract with Messrs Venus Construction Nigeria Ltd. for the rehabilitation of a section of the road, awarded in July 2024, with only 33.79% completion.
But here's where it gets controversial: Minister Umahi stated that the contractors should work within the limits of the advances paid, and a final determination account will be carried out. This raises questions about financial management and the contractors' ability to deliver on their promises.
Another contract, with Messrs Sailthrough Engineering Service Ltd., was also terminated, but the contractor has committed to completing the project by December 20th, despite financial challenges. The Ministry also terminated the contract with Messrs CCECC Nigeria Ltd. for the reconstruction of the Okene-Ajaokuta-Itobe road, awarded in November 2022, with a mere 2.02% completion.
The Ministry's decision to terminate these contracts due to time constraints and funding issues has sparked debates. Some argue that the contractors should be held accountable, while others question the Ministry's role in ensuring timely project completion.
Adding to the complexity, the Ministry ordered TEC Engineering Company Nigeria Ltd. to terminate their contract for the Lokoja Shintaku-Dekina-Ayingba road, awarded in February 2022, with only 1.04% completion. However, they added a mutual termination clause for supervisory consultancy services due to funding shortages.
Amidst these terminations, Messrs JRB Construction Nigeria Limited received praise for their work on Section 1 of the road, with the Minister directing them to complete the project by December 10th. The Ministry also acknowledged President Bola Tinubu's interventions along the entire 358km road.
The Minister apologized for the inconvenience caused to road users, attributing it to multiple ongoing projects. But will these terminations and interventions ensure a smoother journey for travelers? Only time will tell.
